Part-time FF/EMT & EMT Application information

The Fire District desires to continue to enhance current levels of service to the community by staffing a BLS Transport capable unit and crew on a 24 hour 7 day a week basis. The District intends to accomplish this enhancement and to meet its contractual agreement with Whidbey General Hospital through the combined use of existing Career Firefighter/EMTs, existing volunteer members and, now, part-time members.  A combination of 8, 12 and 24 hour shifts are anticipated to accomplish this program. 

Part time members and any qualified CWIFR volunteer willing to sign up (using the existing point system) are eligible to be used to staff the BLS Unit and will be considered available to be utilized for other operational needs of the District.   

The District prefers that all Part time members be Firefighter 1 qualified and a certified EMT. If, however, vacancies exist to properly fill shift schedules; and, a “Medical Only (EMT) is available, EMT onlys will be considered for the part time hiring list and scheduled appropriately. The same is true when scheduling volunteer members for posted shifts. 

Existing Volunteer members (under the point system) holding a Fire Officer position, relinquish their rank for the duration of a particular shift.  

Volunteer members are welcome to apply for part time employment with the District. In doing so they cannot be considered as a volunteer and will be in-eligible for further payments into the Board for Volunteer Fire fighter and Reserve Officer Pension Benefits.

 Volunteer members, who hold a Fire Officer position, relinquish that responsibility when and if they are hired as a Part time employee or a full time career position.

 It goes with out saying, the District reserves the right to reduce and/or shut down units based on available staffing and economic factors. 

Part Time Member’s Specific Guidelines

 Part time members will be required to complete the following prior to being assigned shifts:

1. Written, Physical agility, Oral Interview, Chief’s Interview

2. Entry level Physical Exam, appropriate drug screening and, if applicable, qualify to use Department SCBA.

3. Successful Background screening

4. Program / Departmental Orientation

5. The Chief will make the final hiring determination and if further testing is required. 

Residence in the District or even on Whidbey Island is not a requirement for Part time members. 

Part time members will be uniformed responders; however, by definition are classified as part time and will not be LEOFF Pension qualified. 

Part time members may be eligible for participation in the Public Employees Retirement System as required by State Rules and Regulations. 

Part time members will be paid on an hourly rate of pay as adopted by the District. 

Part time members will not receive medical or dental benefits.

 Part time members will be subject to discipline and applicable department rules, procedures and policies. 

Part time members will be considered “at-will” employees and not eligible for union membership. 

Part time members will report to the shift supervisor for daily operational items and assignments. Scheduling of part time member’s shift assignments will be managed by the Chief or his designee. 

Part time members are considered FLSA 7(k) exempt regarding overtime computation.

Part time members may be scheduled up to; but not to exceed, 36 hours per week without prior approval by the Chief. Regularly scheduled hours are not to exceed 156 hours per month. These hours include drills or callbacks. 

Off duty Part time members may respond to “ALL CALL” activities and be paid their hourly rate only if they reside within 10 minutes of a District Station and they do not exceed their maximum monthly threshold of hours.

 Part time members will be issued appropriate uniforms and PPE. 

 The District reserves the right to assign or re-assign any and all personnel (career, volunteer or part time) to appropriate vehicle positions depending on District needs on a given day.

When the District hires full time positions, Part time members and volunteers will be required to complete the established testing process for that Full Time Position/s.

The District intends to advertise and implement this program by January 2008.

Career Firefighter Application information

APPLICATION PROCESS IS NOT CURRENTLY OPEN

Central Whidbey Island Fire & Rescue (CWIF&R) is accepting applications for examination to establish an Eligibility List for Entry Level Firefighters. Please read each agency’s specifications and follow this announcement carefully. 

MINIMUM REQUIREMENTS TO APPLY

·         Must be 21 years of age at time of application.

·         Possess a High School Diploma or equivalent.

·         U.S. citizen and ability to read and write the English language.

·         Be of good moral character and temperament suitable for the fire service.

·         Possess a valid Washington State Driver’s License with a Commercial Driver’s License endorsement or current EVAP certification and a driving record acceptable to the District’s insurance carrier.

·         Requires successful accomplishment of physical ability test, written test.  Oral interview, psychological test, and medical examination to be given at a future date and prescribed by CWIF&R Board of Fire Commissioners.

·         IFSAC Firefighter I Certification. 

ADDITIONAL REQUIREMENTS

·         Must have and maintain WA State EMT Certificate.

·         Must obtain and maintain UFC Company Officer Inspector Certificate (or District approved equivalent) within 36 months of hire.

·         Must have two years experience as a volunteer firefighter with a fire department/district or one-year experience as a paid firefighter with a fire department/district.
